Want to Join E-Voting But Forgot the Password? TDCC Introduces Biometric Login; Investors, Don’t Worry!

As the COVID-19 pandemic has been raging, under the priority of disease prevention, more and more investors choose e-voting and participate in online shareholder meetings to exercise voting rights and defend their rights. However, due to the prevalence of the internet, many people have several online banking or securities accounts in addition to various social media or cloud service accounts. The accounts and passwords set previously may not be all the same, so the situations where people can’t log in just because they forgot their passwords happen from time to time.

To tackle this common problem of modern investors, which TDCC fully recognizes and understands, the company introduced “TAIWAN FidO” service, led by the Ministry of the Interior. The so-called TAIWAN FidO is the technology that integrates public key and biometrics; it also provides solutions to the lack of interoperability in identity authentication among seniors and further offers a standardized authentication mechanism for internet identity. In the future, through the successful authentication of TAIWAN FidO, investors can vote electronically on the e-voting platform Stockvote with neither a card reader inserted with Citizen Digital Certificate nor a password. Logging in onto the e-voting platform through biometrics is not only efficient but also convenient.

As Senior Vice President of TDCC Issuer Services Department Ms. Jane Huang indicates, investors who would like to use TW FidO can first go to “TAIWAN FidO mobile ID authentication website” (https://fido.moi.gov.tw/). At the first login, a card reader and Citizen Digital Certificate authentication are still necessary for registration. As the ID is authenticated, an exclusive QR code will be generated from the website. After investors download the “TW FidO” APP and use it to scan the QR code, the binding is complete.

Afterward, investors can log in onto the e-voting platform Stockvote and choose TW FidO authentication. As a login window with a QR Code on Stockvote pops up, investors can scan this QR code with their cellphones. If investors choose cellphone login, they’ll receive a push notification. After the notification is confirmed, investors can enter the voting webpage through biometrics (fingerprint recognition or face ID), and e-voting becomes effortless.

As Ms. Huang added, to encourage investors’ active participation in shareholder meetings, multiple authentication channels have been created this year so that investors can log in onto Stockvote more efficiently. As of the end of this March, to further improve e-voting transparency, issuers or their shareholder service agencies will announce their consolidated e-voting materials on Stockvote for shareholders’ reference at 2 pm one day before the shareholder meeting.
