TISA Sparks New Wave of Personal Finance with Over 40,000 Accounts Opened in Q3

Under the guidance of the Financial Supervisory Commission (FSC), TDCC has promoted and established the Taiwan Individual Savings Account (TISA) mechanism to encourage the public to adopt prudent and medium-to long-term investment practices and cultivate disciplined financial habits. Since TISA’s launch at the end of June 2025, more than 40,000 accounts were opened within three months, successfully creating a new nationwide trend in personal finance.

In order to support the authorities’ Asian Asset Management Center (AAMC) policy objectives to retain and grow domestic capital while attracting global funds and top-tier talent, TISA’s first phase emphasizes “mutual funds first.” Investors who open a TISA account through authorized fund distributors can subscribe to TISA funds with regular investment, featuring low management fees, zero subscription fees, with expert selection. This approach offers a straightforward entry point into financial management, bringing investment closer to every citizen while creating long-term wealth accumulation through disciplined investing.

President Daniel Chen of TDCC highlighted that TISA could be reckoned as a successful example of public-private partnership. Currently, 18 fund houses have issued 30 TISA-class funds. Recently, First Bank, Yuanta Bank, CTBC Bank, and Capital Securities became authorized TISA distributors. Some banks have introduced incentives such as waiving trust fees to attract investors. Alongside existing TISA providers like Fundrich Securities, Anue Investment Advisors, Ezfunds and How Securities that launched the services in July this year, eight institutions are participating in TISA services, with more expected to join by year-end, making distribution channels increasingly diversified.

TISA’s three core features are expert-curated fund selections, dedicated account management, and an ultra-low entry threshold. To streamline account management, TDCC has developed the TISA Account Inquiry Platform and integrated TISA information within the “TDCC ePassbook” App, allowing users to check fund balances and transaction details across institutions for free, enabling straightforward, one-stop management.

TDCC will continue to promote TISA to foster a culture of disciplined, long-term investing among citizens, steadily growing national wealth and ushering in a new era of inclusive personal finance.
