TISA: A New Chapter for National Financial Planning

To promote long-term investment and financial management among citizens, the Financial Supervisory Commission (FSC) has, with reference to international experiences, tasked the Taiwan Depository & Clearing Corporation (TDCC) with establishing the “Taiwan Individual Savings Account” (TISA) system and the “TISA Account Inquiry Platform” (https://tisa.tdcc.com.tw), which officially launched on June 30, 2025. This marks an important step for Taiwan towards becoming an Asian Asset Management Center.

Bing-Huei Lin, Chairman of TDCC, stated that the TISA mechanism features expert-curated fund selections, dedicated account management, and an ultra-low entry threshold. TISA aims to help the public initiate savings early, plan for retirement, and advance the vision of inclusive finance.

TISA is an investment and savings account mechanism built on the existing Book-Entry Settlement System. Through TISA, investors can consolidate and easily track their annual investment principal and holding periods, which enhances asset allocation efficiency. In the initial phase, the system will focus on mutual fund products, with plans for future inclusion of products such as stocks and ETFs in line with policy developments.

To encourage broad public participation, TDCC established the “TISA Fund Committee” in May, inviting industry and academic experts to screen for qualified domestic fund lists, offering investment products with lower management fees and zero subscription fees. In the first wave, 10 fund houses have 16 fund share classes approved by FSC. Investors can check approved TISA- fund share classes and related distributors through the TISA Account Inquiry Platform.

Investors can open TISA accounts and subscribe to TISA funds through banks, securities firms, and fund sales platforms, and use the TISA Account Inquiry Platform or the “TDCC ePassbook” App to directly view consolidated TISA asset overviews and transaction details, thus achieving cross-channel, cross-platform asset integration and management.
